How it works
Makes a routing decision a first-class ordered slate instead of one winner: selected, ranked alternates, eliminated, pending, and failed entries. Powers ordered fallback, top-k marketplaces, waterfall posting, and quorum — capacity retries consume the next slate entry instead of re-running selection.
