How it works
A durable, tenant-scoped store for stateful-strategy state — SWRR cursors, bandit posteriors, fairness debt, exploration budgets — with explicit snapshot, mutation-intent, and receipt contracts. Replaces hidden process-local or Redis state with replayable, auditable state.
